Security Council LIVE: DRC peace deals fail to halt fighting as Ebola deepens crisis

The Security Council met in New York on the Democratic Republic of the Congo (DRC) Tuesday, where clashes between Government forces and M23 rebels continue in the east despite a series of peace agreements. Ambassadors are likely to focus on ceasefire monitoring, rising tensions between the DRC and Rwanda, and the country’s worst Ebola outbreak on record, which has killed more than 3,900 people.  

Key Facts:

  • The DRC and Rwanda signed the Washington Accords in December 2025, while Kinshasa and M23 signed the Doha peace framework a month earlier
  • The DRC alleges more than 300 people were killed in June and July in areas held by Rwandan forces and M23. Rwanda rejects the claims
  • On 8 September, 120 former FDLR fighters, other foreign ex-combatants and dependents were repatriated to Rwanda
  • The Ebola outbreak has affected seven provinces, with more than 8,000 confirmed cases and 3,901 deaths as of 26 September
  • MONUSCO’s mandate comes up for renewal in December
